Many people here suggest that they would preffer the option to switch difficulties between bosses like in ICC, but they probably forgot the TOGC feature of limited amount of wipes and the chest in the end with a reward depending on the amount of wipes, that will not work if you switched even one boss back to normal. So probably not possible for ToGC. Btw personally also preffer to have 4 separate lockouts. No need to change what wasn’t broken.

Sadly they already made up their mind and normal/heroic will share a lockout.
