That’s actually incorrect, they regularly add new words including “millennial buzzwords” because life and language evolves 
Imagine how we would speak if newer generations hadn’t evolved our languages “ug ug”

“Ug ug” would probably be easier to understand than “pepega” 
So far I figured out it means “retarded in an ironic way”… but since irony refers to stating the opposite of what you mean I am still not sure what the heck that word is.
