Might seem weird that it doesn’t work on players, but i think i know the reason. Not so long ago (during the DF Rogue rework) there was some pushback against combo points being on the rogue in retail, from some high level arena players. Because of how it negatively affects rogues in PvP.

I don’t remember the exact argument, but it went something like; because combo points are on the Rogue they are perpetually stuck being cc-bots or unstoppable killing machines and finding the balance between the two is something Blizzard haven’t been able to do even once since combo points were moved to the Rogue in WoD.

Of course, nothing ever came of it since moving combo points back to the target would break rogues in PvE.

It’s just QOL skills… It’s not meant to make you stronger, but it makes your life easier. For rogues this will help you avoid the frustration in pve of losing 3-4-5 combo points between two targets. For paladins at first glance it will just be an extension of the Blessings from 5 to 30 minutes.

You didn’t understand what QOL entailed.

These stored combat points will be transferred to the next non-player enemy you hit

it is not even qql it’s a minus like i rather have nothing than that

And the trend of disappointing abilities with SoD continues.
How hard would it have been to just save Combo Points between swaps?
