It seems like this may be a regional issue on Blizzard’s end. A few others here and in past threads mentioned that similar errors have happened before and were eventually resolved server-side.
There is also a duplicate thread of the same issue. Please concentrate on one thread to get as much traction as possible.
I’ve opened a support ticket and included all the steps I’ve tried. If you haven’t already, I recommend doing the same so Blizzard can see how widespread the issue is.
Hopefully, Blizzard picks this up soon. Definitely frustrating not being able to renew my sub!

on your adress bar, delete the part after the question mark so it should be
battlenet/shop/checkout/subscribe/number and it should load
