The skip was removed when Dragonflight launched, Blizz even posted it

I see this come up every so often so I made a collection of it here:

Only the Dracthyr can utilise ToF. The Shadowlands skip is intentionally removed since the Dragonflight pre-patch for all others. However it appears for certain accounts that have done Shadowlands MSL in the past can still skip it by following these comments: Removed the ability for players who have not started Threads of Fate to access the system.
