There’s been precedents of this before. In WotLK we had Dalaran, a core Alliance Kingdom, turn into a neutral one as to accomodate the Horde playerbase. Because depriving them of the main faction hub would have been terrible game design.

Dalaran isn’t an Alliance Kingdom. It has always been a Neutral City-State, they have never been formally part of the Alliance.

An even better example is TBC, where Shattrath - a Draenic city was turned neutral to once again accomodate the Horde’s presence in terms of game design.

Shattrath used to be a Draenie City was back before Outlands become Outlands. Today it’s the ruins of a city, run primarily by Refugees with a Naaru watching over it.
