To be fair even with danasaur being trash at the lore the power of the ebon blade or that of other groups flat out exploded since the death of arthas. The issue with the scourge not being controlled was collateral damage and not that they are a force one couldnt defeat or had to be wary of. Especially with the removal of arthas they no longer had any necromancer worth its salt.

He means the scourge not producing reinforcements. Not the ebon blade. Technically they could still create death knights if they desired through the old ways (aka Gul’dans way)

Actually the Gul’dan Deathknights where a different Soul putting into a mere corpse empowered by the soul a sacrificed Nekrolyth. Meanwhile the Death Knights of the Ebon Blade are a high quality necromancy where the soul is put into the body back but with more or less faults in reconecting the both. Before the thing with Calia this whas actually what differs necromancy from the reincarnation magic of elemental or light magic. It whas actually easier to do but it came with faults. In Legion it is shown that the Ebon Blade whas still able to use the rituals which created them in the first way but they decided not to do until the burning Legion actually came back
