I think there is a huge problem and as usual 0 communication
The 09:00 spawned one storm…
Not much but at least not 0
Would it be too hard to make every zone spawns its storm, with rotating types instead of this RNG…??? 
This is what my conversation with a Gm ended with, missing my black grotto skin like a lot of people are, and his answer was report it as a bug along with the fact I’m missing a transmog option for an item I upgrades from heroic > mythic ( once it hit mythic lvl, I lost the heroic option ).
Whilst I do use the bug report, I feel blizzard are very much out of touch now when things are ‘bugged’ and just won’t assist like times of old!

also the current storm is only in azure span, (just 1)
which is quite annoying since thats the zone i got my storms sorted 
One sandstorm spawned on the Plains…
There are reports of elemental storm in Thaldraszus in primalist future being overwritten by Storm Fury event there. This seems to be why sometimes there is 0 storms up, but issue still remains why is only 1 spawning, i tried bug report, forum customer support, and wowhead discord to draw attention to this, as this is unadressed for 2 days on weekend after its a known fact everyone is doing this for meta, i will say its intentional ignorance to prolong meta chasing and draw out subs.

Assuming it’s not intended it’s probably unlikely we’ll see a fix until late tomorrow or (more likely) Tuesday as the devs AIUI don’t work weekends unless there’s a serious issue.
While this is annoying - it’s not game breaking so I’m not super salty about the wait - for now!
Hopefully given the continued issues the devs will also take another look at how this design fits into the overall meta as IMO asking people to be online for a specific 2 hrs period that’s not even notified in advance is not meeting their stated goals for being respectful of out time. (Not to mention encouraging a very unhealthy approach to the game).
For example changing the achieve to only require that we do 1 storm of any type in (in any zone) and one storm in each zone (of any type).
In the meantime if you are begin affected by the issues - especially of 0 storms spawning, do be sure to make a bug report as the number of players impacted by issues are tracked by QA and do influence which ones get prioritized by the team.

Actually not that angry about it just anoyed - it will take at least a week more if not two to ding the Dream Warden max renown
Finally done with this part of the meta, the buggy spawns did not help, best of luck to everyone still working on this, hopefully they fix this
How fast bugs are fixed depends on a lot of things, some things will be a greater priority than others, also how easy something is to replicate impacts how easy something is to fix.
Some things are easy fixes others are more complicated.
Even in the good old days GMs contacting you in game and chatting to you, some things were bugged for a long time.
I really hope they learn from this and stop making such time wasting achievements ever again. And buff this by alot making more storms active at a time.
I stopped doing these achievements along time ago because I feel like they dont respect my time. Have to constantly check what storm is active, have to postpone activites and sleep to do these because they are on a timer and rare.
But now with the meta achievement I figures I would try to do them
I’m not saying it’s right or wrong either way, but I think most of these achievements are always a pain when you’re trying to do them at the end of an expansion rather than when they are current content.
I didn’t really pay any attention to the storms other than that if I was on and the right one was up I’d go and clock off what I needed. I wasn’t in any hurry and had all the time in the world.
Obviously there have been issues with one patch reducing the storms to just one, which Blizzard changed back after feedback, only to go wrong again.
