It will, because they’re using boosted chars for it. They’d need to actually level them, which takes more time.
Party of five, doesn’t take that long to go 50-60 and they can churn them out.
It’s still longer than a boost. The time spent leveling is time spent not having ads up.
Make it require to have picked a covenant and be 60.
That way you will have to had leveled up and done the quests. Not just make a new account and get boosted by your scummy friends

you’d be surprised by just how many people pay/paid for challenge mode gold/or full mythic +15’s if a limited time mount or transmog is involved. I’ve had friends spend upward of £300 on various piloted boosts or full gearing runs. If my social circle is anything to go by the boosters are easily making hundreds of thousands a year, and its a booming industry if a basic google search is anything to go by.
People also used to buy gold from gold sellers. Although that happens less these days, it still happens.
