Checking the payment attempts which you’ve made, these are being declined by your payment provider without a specific reason. Your bank is preventing the transfer of funds to us after we successfully begin the order process, which is why we send the “success” mail, but then it’s cancelled by the bank straight away.
You may not yet be aware but there’s a new system in place for all online payments now called the Strong Customer Authentication system which could be why this is happening.
In regard to those charges you see, they are actually just “reservations” as part of this new payment system. We expand on this a little more in our support site here: https://support.blizzard.com/article/000012742
Really sorry for this confusion and this money will return to you once the banking system picks up the reservations are not tied to successful orders.
To fix your payment issue we’d recommend the following steps:

Remove and Re-add your payment method to ensure you have the correct information saved. You can do this here:

If you have issues adding the information there, or the website doesn’t load, try adding it in another browser.

Double check your cards balance, ensure you have more than enough funds for the payment. Some card issuers may have charges for currency changes and they may also require you to have a minimum amount on the account before they will approve a payment.
