Everyone with a beta access can post links
That sounds a bad design if that’s actually the case. Like somebody who doesn’t post on the forums like at all, can just get “trust level 3” by simply joining the beta, which doesn’t seem to be very relevant with the other 
I mean, i could post links before like YT links, just not gifs or image links. (Since my TL3 decayed)
I imagine it’s for posting screenshots of any bugs they encounter, so it does make sense. And most probably it’s just temporary.
