Not entirely true. Aerythlea says that “company policy requires” …
That doesn’t mean there is no cow level. It only means that he / she has to SAY that there is no cow level

Restart your modem / hub and perhaps with a new IP, you will ne able to continue! I don’t know if clearing cache / cookies / data content can help to overcome this limitation Or if you use VPN, connect to a different proxy

Also does your reputation resets when you change name of your character? I see that I can’t redact my old posts anymore when I change name and my posts that I wrote don’t appear on my character as well.

At present trust levels are at character level and nothing is linked to your account. So sadly a name change will reset your progress.

You can make a new level 1 character with the same name (as you had before) on the same server and you’ll retain all the previous progress. You could use it as your forum posting character

As I remember only 20 level characters can post (at least USA forum said that I need 20 lvl character to do so)

You can post at level 10 takes about 15 minutes with the xp buff.
