Blizzard makes PvE changes. Those PvE changes carry on over to PvP UNLESS Blizzard explicitly say ‘this does not apply to PvP’.
Blizzard make PvP changes. Those PvP changes will say ‘reduced by/increased by x % in PvP combat’. That means that those PvP changes do not carry over to PvE. Therefore, they do not make PvP changes with PvE in mind. Because they can and DO just say ‘well this only works this way in PvP’.

constant pve changes made onto game that affect pvp heavily, even on the regards that people like myself have been rerolling few times now because of talent changes they implemented for pve which ripled onto pvp
there are various changes on healing and dmg also constantly implemented on game with pve as focus which have ripled onto pvp
