It tells you the requirements even at the char select screen.
Same with WoD and BFA that the developers don´t even respect the lore
which means that they are brought to ruin

Pretty much boils down to complete zone quests.
Do all chapters in Zuldazar
Complete all chapters in Vol’dun
Complete the War Campaign (aka go to the ship and do all the main story quests).
The contradictions you are seeing are probably coming from the fact that previously you had to earn the rep achievements aswell, that requirement got removed with the release of SL.
