There’s literally no good reason to not let us hoard vials or CV. There’s a max on rewards you can get so neither farming in the “end”, nor boosting is something that benefits people that much.
You’re looking at it only in terms of gear. If I can save my vials I can stack run orgrimmar and farm zounds of momentos because i’m better at it say. And just skip stormwind weeks because I never bothered to learn the layout or route. I won;'t get behind because i’ll run twice as much as other ppl during ogri weeks.
The current system punishes people (and not by a lot as you can’t earn vastly more than 5 a week anyway) who only repeat certain visions or wait for “fortunate affixes”. It encourages you to actually attempt the content.
Besides there’s more to progress than just loot.

You make these infitnitely easier if you allow people to just stockpile vials and wait for a vision setup that is technically easier for them, and you actually inadvertently punish people who use the vials as they earn them, because they may slip up during a challenging week whereas the guy holding them may well cakewalk all theirs, so by the time the guy holding all their vials actually runs, their progress ends up in front of the other dude, all because they won’t try different setups.
For new content, encouraging an approach (not actually doing the content) is absurd.
That’s fair enough, i’m just trying to speculate why blizzard may have done it this way.
I think a practice option (ie do it without using a vial but get no mementos or loot) would go a long way towards improving things because it would allow us to practice the affixes and zones a bit without the high stakes (because we also don’t get the rewards)
Because yes I agree if one is unfamiliar with a certain affix or layout then you can easily blow your vials by making one bad pull that run. I’ve done it enough times on my priest when trying to ramp up to Lost areas and executing them poorly.
This week I only did 2x2 small zones quickly before raid because the cloak would give me extra corruption resistance, which is the only reason I even bothered. I felt like quitting after 1 minute into the first zone because of that stupid jump crap. Playing a DH this is annoying, can imagine people rage quit on other classes.
It varies on the class. For ahrdcasters it can be used as tool of mobility as you can trigger the leap at anytime once you have the debuff on you by jumping, which means you can use it to reposition quickly.
Mobs also take damage from the fire so you can kite them through it by leaping away, which means time lost by jumping about is made up by the aoe damage it deals to the mobs.
This said yes it can still be very annoying if it procs when you don’t really want to move (you’re avoiding some other aoe) or it causes you to leap into a spot which is very difficult to get out of. I’ve had that happen to me a few times in SW where it causes me to leap into the “out of bounds” zone and I nearly got stuck, which wasted quite a bit of time.

Once you’re at Rank 15+, Blizzard previously announced that there will be more upgrades to the Cloak AFTER you hit Rank 15 through Horrific Visions. Once you hit Rank 15, then you can do Horrific Visions with a Mask and/or kill N’zoth to upgrade the Corruption Resistance on your cloak further.
It looks like the recently added Malefic Core will be the Core for this step and this will upgrade your Cloak’s Corruption Resistance by 3.
