You got race and form mixed up. The mother decides which RACE it will be, not which type of Khajiit it will be. If the mother is Khajiit, then the lunar cycle determines which form it will take. All Khajiit, regardless of form, are considered one race.

They do not get born immediately into the form - a Suthay Raht and and an Alfiq will look broadly the same on birth - a small little elf-looking thing - small enough for an Alfiq to give birth, even if it ends up being a Senche-Raht in the end, but within the first few weeks they transform completely to resemble the shape they will end up having. In child/kitten form though, of course.

Many Khajiit consider it a blessing from Sheogorath, by the way. Itā€™s unknown whether or not heā€™s behind it.

Vulpera meat is very bad for your pets. They have terrible diets.

Vulpera leaders might emerge in time. Kirio should do some recruiting.

As for racial leaderā€¦ the Great Vulpera Empire eventually conquer Azeroth, untill then the best is a caravan leader
Mind you, only Kiroā€™s Caravan joined the Horde - or tagging along is a better word, most of the Vulpera are independent Voldunai, and then there is the whole Artisan Consortium
Actually even Kiroā€™s Caravan not that hostile to tha Alliance some mebers are even friendly
The Vulpera allegiance is to the Caravan, and the interest of the Caravan is not War

If the mother is a khajiit, the child will be. If the mother is not khajiit, the child will not be. If and only if the mother khajiit, the phases on the moon decides which form, which may be different from the mother (and probably is, given the chances).

It is a mystery. Why is Vulpera meat so bad?
If you get your own Vulpera pen / Vulpera farm. Will have to improve their diet and be vigilant of that they donā€™t eat anything they get their paws on.

Iā€™m afraid thatā€™s not possible. They appear to have this ability that allows them to make a camp somewhere a bazillion years ago and then just magically disappear to it, then eat some random junk like chocolate frogs, and then come back.

Disgusting.

There is only one way to use a Vulpera carcass: feed it to the vulperatures.

Itā€™s poison for pandas as well, but we avoid it so thatā€™s fine.
