It is more han a few. Vulpera are known for the things that you mentioned.
Vulpera chat among Vulpera shows that what is normal to them is abnormal to others. Such as looting fallen Horde.
As for the pirates thing. Not all Vulpera swim. Throw a dozen of them in water and 2 out of 12 swim. The restâŚthe bubbles stop reaching the water surface.
To call Vulpera noble is a stretch. But the Horde are Vulpera now and the Vulpera are Horde. So naturally the Alliance shall keep the Vulpera and the rest of the Horde in check.
The Alliance does keep Alliance in check. The overzealous Alliance of the Taurajo operation were executed.
Vulpera aggression in Voldun against the Alliance. The Alliance leadership ordered restraint and minimised Vulpera losses.
The Alliance can not allow the Horde to get another Sceptre of Sargeras and do to Azeroth what they done to Draenor.

Forcing Gilneans humans to a cursed life. The curse of the Worgen or to be murdered by the Horde and become cursed Undead.
That was yet another Gilneans Vs Forsaken war. The rest of the Alliance and Horde had no part of it.
Lol so the Vulpera pick a fight and play the victim when they get disciplined by a force that is not trying to fight Vulpera. Even bending over backwards to minimize Vulpera casualties.
The actions of Arthas Menethil are his alone. Most (60% minimum) of the former Alliance of Lordaeron became Horde or neutral nothing to do with the existing Alliance, the Grand Alliance.

Lordareons are neutral and not members of the Alliance. With a few exceptions such as Turalyon and the Fordragon woman.

Gnomes have been forgotten since classic and only High Exarch Yrelâs Draenai done something other than be a victim.

MechaGnomes some of them tried to undo the curse of flesh. A weapon of the old gods the servants of the void lords. Meant to stop the titan constructs. But they did not accomplish much so not really a threat.
Void Elves were betrayed by the Blood Elves. Instead of helping their people they scorned and rejected them, cast them out and left them for dead. To be driven mad by the whispers of the void or worse.
Void Elves grudge/rivalry against Blood Elves is justified.
