Was Baine Bloodhoof taken "away" to The Great Seal?

Was my first reaction when we went back to town… I said “I wonder where they’re keeping him” and he was just stood in the Great Seal as usual.

Agree there are a few locations where npcs are present due to a quest, and once the quest is done they aren’t ‘tidied away’. I also saw Talanji in Nazmir recently, I think it’s a throwback from the prequests for the raid. They were just left standing there

To be honest, it comes down to lack of polish.
