It was players that created no-questing leveling by pure boosts by mid vanilla. It was GDKP that was elevated for sweatlords to get their last BiS items and for farmers and swipers to get gear without guild/PUG loot rules etc. People going into WoTLK are the same that did all of that
Many things contribute. But the root cause is payed character transfers / free character transfers. In the old days, you could not just jump the ship… if you wanted to play on a new server. You had to roll there. Starting with level 1.
The route cause is obvious. Blizzard facilitating either paid or free server transfers as without it, most players would be hesitant to switch servers.
However it’s very simplistic view of the bigger picture. On the back of every players mind are their individual goals within game world(PvE, PvP, wPvP, achievements, collections etc). Each of these goals in one or another form requires other players to achieve and everyone playing the game realize it. So given the opportunity, most players will choose the path of least resistance to achieve their goals and in the case of WoW it’s the servers with higher population of their faction as it maximizes opportunities to achieve their goals.
wPvP was always least developed and least favorite compared to what WoW had to offer therefore faction balance for most is completely irrelevant. Majority of players only care about their goals(and rightfully so) and majority of said goals do not require enemy faction to be around.
It’s hard pillow to swallow for some but the truth is, WoW since TBC and onwards was ALWAYS designed around instanced content, and that content doesn’t require enemy faction to be around.
