Horde pretty much has only one (great) choice now for me: zandalari
For Horde, troll. I dont like forms of zandalari, none of them.
HM taurens would go second since that really cool travel form but dont like to play tauren. My fav tmog is bugged on their head and they are too big. I also prefer female characters but tauren females look ridiculous to me.
On alliance side nelf females are clear winners for me.

Too bad the worgen neck is broken and their head comes out of their torso in the wrong place.
I wish they would add new races able to be druids so we get a bit more choices.
Humans would be great, only race without clipping issues. Maybe with Shadowlands and the new customization option we’ll have ear options as elves so we can find a pair that doesn’t come out of the helmet in the wrong place. And trimmed eyebrows.
I’m a Night Elf elitist, so Night elves for the win. I would love to play a Horde druid if the races weren’t so beastly. The Zandalari are very nice though because they stand upright on male and female models but I sadly won’t play one

Standing upright is a luxury in WoW.
Tauren, Worgen, Troll, Forsaken, Orcs until recently, … Unable to stand upright.
Give us Vulpera druids blizzard.

if worgen could stay in their wolf form as feral they’d be top without competition for me.

I am a big fan of Zandalari trolls (or Kultiran) druid forms because they look new and updated.
I personally think the older druid forms from Worgen/NE/Trolls/Tauren are just a bit… meh… They make me go “ugh” if I’m switching into a druid form without using the Legion artifact appearences. And that happens all the time on all specs since you occasionally are forced into druid forms that aren’t the main form for the chosen spec.
The good thing about Zandalari from a “racials” point of view, is that you can choose a passive that gives you either increased bleed dmg or increased critical strike, which I think is great for Feral (which I main). There are other options for the other specs too 
I have to admit though, I’m not a big dinosaur fan, but the lizard looking Feral form, and the turtle looking Bear form look slick and awesome And there are glyphs or Legion flying forms available to switch out all the other Druid forms if needed.
claws of shirvallah just perpetuates the current annoyance, that you can’t see your mog at all as feral. gimme worgen/ shirvallah without a fixed model (dh metamorphosis needs the same treatment).
