The horde was literally launching attacks in kultiras from Zandalar.
They were not official members but neutral. The battle forced them to join.
Neutral people don’t allow one side into their city, provide them with aid and resources and meanwhile keep the other side out of the city in hostile ways. They were not neutral.

The alliance put his daughter in the dungeon at the start of the expansion while she was looking for help, And still he did not want to join the war. You seem to conveniently forget that part

The zandalari didn’t join yet when they burned the tree. Also pretty sure that was Zul’s faction of the zandalari, that’s like saying kill Anduin for the defias brotherhood’s crimes

Good finaly the masks are falling.
They were harboring the horde within their city.
They were providing them with aid and resources.
That’s not ‘neutral behaviour’. That’s choosing a side.
When you choose a side in a war, you become the enemy of the other side.

They were desperate so they hesitantly allowed people in who promised they could help the zandalari. Also were they supposed to know about the tree burning in the first place?

You see everything is okay when the alliance does it that is the rule of the lore in WOW.

Remember how Jaina ordered the purge of Dalaran because she considered a Sunreaver helping the Horde circumvent the wards around Divine Bell as violating Kirin Tor’s neutrality? Funny how Jaina setting up the wards in Darnassus in the first place, thus helping Alliance, wasn’t ever considered as violating Kirin Tor’s neutrality

Yeah because you’re dragging stuff into it that wasn’t part of the story.
WoW stories aren’t deep. They’re simple.
There was a war that the horde started. Rastakhan sided with the horde. He lost the support of his Loa. He refused to surrender.
Simple.
Dragging all sorts of underlying motivations into it, doesn’t change any of those facts.
