There´s community in Stromgarde (although right now it´s doing a campaign in Khaz Algar so you might run into way fewer people there), you´ve got Stormwind (albeit the quality there can be extremely lacking), Duskwood, there have been some community efforts to have Gilneas and Amirdrassil as a hub (but I can´t speak for their current state), and Dunelle´s Kindness in Hallowfall:
Also, I believe people who did the market in Dalaran are moving to Valdrakken, but I´m guessing it will be only one night a week just like the Dalaran hub was (didn´t really see much activity there on other days)
As Alliance, you have ton of options, however you need to keep in mind that War Within is the first expansion since BfA 6 years ago that created massive interest among RPers to utilize new zones for their RP which means the hubs won´t have as many RPers as they had before the expansion dropped for the foreseeable future.
