Why am I still getting cloaks?

Random guess but I don’t think they can take away cloaks from emissaries without preventing alts / new players from getting them as catch-up

Only the new raid and the weekly chest have had their cloaks taken away iirc.

Or well, the new raid probably never had any!

So it’s basically just a half arsed implementation that makes no sense.
