Aside from the Bazaar, Silvermoon is mostly fine. Like any place that is meant to be a generic hub for role-players, it hosts both great and bad role-players. It’s a place for casual role-players, and as such you’ll find anybody.
Trying to take up an elitist mantle and judge the city serves no good, imo. Those who talk trash of the city have likely been ejected from this or that circle and have a grudge, or just met the wrong people.

Horde RP isn’t dead, it’s just mostly confined to guilds that are spread out across various locations in Azeroth, hence why it’s sort of difficult to bump into quality casual RP because it’s not concentrated in one major hot spot. Communities are a great way to bring roleplayers together, though; can’t speak for most of them, but I know that Troll RP community is quite great at bringing casual RP incentive to various troll-themed locations, like Stranglethorn, Dazar’alor, Hinterlands. (Totally not shilling Terrace of Tribes…)
It’d be cool if similar initiatives popped up across other RP themes and races. And in the end, if someone rejects an opportunity for roleplay just because of silly PCU/Non-PCU divisions, it’s their loss.
Horde has always been more guild oriented when it comes to roleplaying. But, Silvermoon used to be more populated and so was Orgrimmar. Same can be said about Stormwind as well. It is not exactly about the ratio, the server population decreased over time.
Org also suffers from a much larger OOC issue than SW.
Most RP happens in a tiny section and its more obvious when the lolers descend upon it.
I myself never seen lolers in Orgrimmar, least not in parts where people roleplay. But yes it is centered around smaller space compared to Stormwind.
The tauren on a tree mount with a growth pot was a common sight in the Valley of Honour for a while.

Horde is now alliance but more red and all moral ambiquity is gone/curbed in favour of friendship and/or spinelessness.

No one likes the Horde’s current state.
A lot of people have mentioned here that they don’t like the current state of the Horde. I very much agree. But does that not bring more opportunity to things you can RP as? Perhaps you could do rebel RP where you aim to go back to the roots, restore the position of a warchief, and over all just fighting everyone. Yeah, both the Horde and the Alliance.
