Im on Free To Play state. I have some WOW Tokens on my 120 character. But I can’t play it without subscription.
I want to pay some service using tokens. How can I convert tokens into balance without subscription?

You realise you can exchange your tokens for 30 days of playtime without converting them to balance first, yes?
Of course I did. I already used my tokens to pay sub. Today I need balance to pay something other instead of subscription.
OK, its just that the way your original post read to me was that you were trying to convert tokens into balence in order to buy a subscription with balance.
