Would you like to be more specific about what kind of simulation we are supposed to be looking at? Unless properly calibrated, simulations often do not reflect actual raiding realities. Besides, was there not a boss in the previous tier where Blood Elves were desirable because of one of their utility racials? 
If you read my post, you’ll notice that I include both utility and DPS-based racials in my argument. Overall, the Horde are just more useful to raiding.
