Der „Anführer“ ist lediglich der Oberkommandant der Streitkräfte, die von den Mitgliedern gestellt werden.
Wie viele Truppen gestellt werden hängt von den Mitgliedern ab.

The faction is not a uniform governmental body, but rather a coalition of mutual military and economic aid between many member states, consisting of different races across Azeroth. Diplomacy is key within the Alliance, as the leaders of each member state hold supreme authority over their own politics, including their internal laws, economy, and military forces. The respective leaders hold no obligations to lend these resources to the faction’s common cause, and can use them to accomplish their own interests without any consequences in their relationship with the allied powers.
However, the troops and resources deployed to the common cause from the member states or through Hero’s Call Boards are not always acting on behalf of their home nation’s independent leadership, but often united under common leadership in groups such as the Alliance Vanguard and the Alliance navy, the latter being led by Grand Admiral Jes-Tereth and the Alliance Naval Command. The Alliance High Command supposedly plays a key role in orchestrating this enormous joint army. The position of de facto leader of the Alliance permanently rests with the patriarch in the House of Wrynn, the High King of Stormwind, or a Regent Lord to serve temporarily in his place. The High King is undisputedly looked to for maintaining the Alliance and its policies, as well as coordination of the workings of the Alliance forces in order to safeguard the Alliance’s interests and defense. To help with organizing and leading the Alliance forces, the High King regularly confers with the Alliance Grand Admiral, Alliance battlemasters, and diplomats. Villages and settlements not affiliated with any distinct Alliance nation but have sworn fealty to the Alliance maintained by the monarchs of Stormwind and Ironforge pay taxes to those kingdoms in order to sustain the Alliance’s upkeep. Decisions concerning the faction as a whole — such as the induction of new member states — are traditionally made by being voted on by the full-fledged members’ illustrious leaders or their representatives. Those meetings can be called by any of the member state leaders.
