theoretically yes, practically no, because broken/buggy loot makes some items to not be found by some players.

some get it easy, multiple times. this is loot bug behave, some players get some items several times and some none.
try to trade it. I paid an IST rune for a good one.

Of course you can find it. Just gear up your char, do fast Pindle and Diablo runs and it will drop eventualy. You could also try level 85 areas like The pit or Ancient Tunnels, areas than can drop all items in the game.
The idea is to maximize clear speed. The more runs you do in the shortest time the more chances you have to drop a certain item.
Donāt listen to him, he is frustrated because he doesnāt understand the game, he is unlucky and that frustrates entitled people with huge egos. He canāt phantom the idea that he is unlucky. Impossibru!

I, for one dropped 2 until now. Both after I bought one with an ist. 
One at Pindle the other in the pits.

First of all, what char are you playing and what build?
Ancient tunnels are in Lost city. You have to search for the trap door with a body near it. It will be highlighted with purple on the map.
I got a Poison Necromancer Lv.88 and a Lv.59 Barbarian Zerker but I lack all the gear required for MF.
Poison Necro is pretty nice for Pit in A1. Or Cows.

doesnt matter. overall killspeed is much more important.

Hard starter to amass wealth(meaning not as fast as a blizz sorc/hammerdine/javazone-the most played āfirst charsā), but the more satisfying the drops will be when they happen! Donāt hesitate to ask for advice. I for one I am the least familiar to necro, but I am sure you will find people around here who will give you advice.
As someone said earlier, clear speed is more important than mf. Until you gear up properly always prioritize damage and speed. Also make sure you reach your fcr and fhr breakpoints. Also more important than mf.
When you will gear your zerker he will farm your death web, unless you arenāt very lucky until than.
Remember, not all of us are bitter and negative.

Mephisto can drop it, so itās one of the better choices to farm.
Online the Durance can be a pain though, especially without teleport.

Yeah it sucks without Teleport. I found a staff with charges of it but itās too damn expensive to repair every time.
Consider a sorc to run Mephisto. Makes life easier on most of your other builds as well.
Just use an Ort to recharge your weapon using the cube, or a Ral if itās and armor.

I think its one of those urban myth items. people talk about it, make up some pictures with photoshop etc.
its just a name, i guess it is because the first boss has such a ugly visage, yet he still kills players on a daily basis. this is the nerds way of getting back at that boss.
its like the berserker axes, some d2 meme. some people search for them andā¦ well you see what happens when you get driven mad by the berserker axeā¦
