You can easily deck out your characters and farm p7 splitruns early on to take advantage off the reset of the normal economy. It is the same advantage RMT players have. Try this with “enigma” or “ber rune” and you’ll find the same on ebay. These are external ways. Internatlly it’s strictly prohibited to exchange fg for rm.

You mentioned a multiple bot user who earns money over a website as transaction point that’s a dead end where he could loose anything. Such guys sell their drops directly via ebay.
Legal is a term used in law. Breaking the ToS doesn’t mean you are breaking the law.
Well then it’s only one direction. But again that’s already enough. A RMT website doesn’t need to provide a service to cash out you goods. You can still buy items for money.
They don’t only use ebay. My friends made most of their money with D2Jsp. But they sold their FG on ebay or directly to people they knew. I also highly doubt that the provider of D2Jsp is going after these kind of people.
Bots pay for themselfes. If you don’t remove them fast enough they pay for themselfes. Also account costs are quickly payed off in a few days.
“Legal” and “illegal” is used in standard phrases of ToS and official warnings to not following the ToS. Just read the ToS of D2R or the forum…

Btw. I think this leads to dead end, too. I’d say logic says there are much more costs behind. D2R account management is a bit more complicate than D2.
A ToS is a legal contract between you and the service provider. But you are not obligated to legally follow the ToS when it is in contrast to the law. If you use the term “legal” people usually refer to the law not to domiciliary rights.

D2Jsp is not a new website. RMT is not a new problem. These kind of things are known to people who have been part of the game community for over 20 years.

Forum user are still interacting with other players. Dropping something, getting fg and buying something other for fg.
Much more comfortable on a specialised forum with many letters to describe what u have and sell.

At the start of a ladder you can easily make much more currency than later on when prices drop. People who take their past achievements in new ladders have a huge advantage. They can farm more than 10 times as efficient as people who don’t have that advantage.
They make tons of forum gold early on. Just so they can accumulate much more of it. And now guess why they do it.
You may be not one of them. But they exist. That’s the part we are hating. That’s why i am asking for Private Ladders or Soloselffound or banning of people who are violating the ToS.
First of all, you’ll need to buy at that hell overprized base. As mentioned… when D2r launched, 3 Bers was at cost of any earnings of a year active playing D2.
Then they should do more against bot programs. That’s obviously the core problem of what you described and how pro-botters finance their life.
Or they just run lower kurast. There you needn’t top equipment and have good chances to drop high runes.
And why is that so? And who do you think got that 3 Bers. Someone who started out fresh and farmed pits 24/7 or the guy who played D2 for 20 years and have much more FG than that other guy.

At high chance 3 different people who have been lucky. Happy to get something they can exchange into anything. Otherwise the only way to use the Ber would have been self-use or putting into stash knowing that the worth drops daily and nobody got 30 ists on the server.
My friends made money. It’s in the past. I know of D2Jsp because of them. They used to be 18 years old when they did that. Now they are old and have real jobs.

Wrong an early Enigma enables your hammerdin build. Being able to farm p7 Chaos/Baal yields you 100x more high runes than lower kurast online. Selling those high runes for forum gold early on fetches you large sums for the next season and the season after that.
Investing early on is what people usually do especially those who run bots.
