Still the same on clan-chat, people are like ghosts and i can’t speak in clan-chat. And a few more have the same trouble/things in f-list and so on.

We are currently experiencing some issues with the social features in Diablo III and the error code you are getting is connected to those issues.
We are looking into trying to find a fix for this, so thank you for your patience so far.
