Whenever I save a new build set at the Armory, no matter what name I input, it gets saved as “—”. I rebooted the game, did not help. If I rename an existing armory build, it is overwritten by “—”.

Same here. Whatever you name pages in Armory they show —

Same, very anoying - i need those names to distinguish the sets (high/low grift can be a single ring differense, looks the same)

I only noticed the problem this morning.
It seems to have been introduced by the patch that was released to fix the crash to desktop errors…
That patch was also the cause of being unable to create new heroes because the game thought that every name given to heroes was inappropriate. They fixed the hero creation error, and the armoury naming issue is resolved on US servers, but remains outstanding on EU and Asia servers.
Problem now appears to have been resolved.
Yes, there was a patch overnight to address it (and other stuff)…
