Cant enter the game

my game keep getting buggy, when i try to use anotehr server like asia or europe , it give me error 317002

and when i switch back to u s server, it stay on menu screen, the start buttonis grey and cant be clicked, or sometime i can enter the game but it very very laggy, and the chat time respond is very very slow

can soemone help me, whats going on here ?
