Any help would be greatly appreciated.

This hop is showing significant packet loss in both traces and 1300+ ms latency. Any hop with a 10.x.x.x address is your internal network, i.e. a hop prior to the traffic getting to your ISP. So, power cycle your PC, hub, router, et cetera and re-do the traces. If you’re still getting the same packet loss, phone your ISP and show them the traces to ask them to help trouble-shoot, in case it’s a problem with your hub/router.
