I’ve done a lot of troubleshooting. I’ve done as instructed here Diablo III Locked Up - Blizzard Support and have even checked my MsInfo (I’ll paste relevant info below). I don’t have any other programs running on start up and have no other programs running while attempting to launch.

We’d probably need the full diagnostic log (MSINFO+DXDIAG) to be absolutely sure, but from what you posted these crashes seem to stem from the video card/driver environment.
Typically one would see such crashes if the video driver itself is outdated or corrupted, or the video card is encountering problems (e.g., overheating or such). As a first step you could try doing a clean installation of the drivers to see if that imrpoves matters for you - a tool like DDU can be quite helpful for that. When installing the new drivers please only select said drivers and PhysX, avoid everything else for now - one of the libraries called out as faulty in your MSINFO error report is part of Geforce Experience, so that may be connected.
I’ll start by reinstalling my drivers with DDU. I’ll get back to you after that.

If you continue to have issues after doing the steps we requested, you can post the system files using Pastebin. 
I have same issue. But I have not yet downloaded the full game. It’s now only playable. I will try when the downloading is finish.
how can I send my msinfo and dxdiag texts? Pastebin is not opening and I can’t add links on my post when I would like to add links from Hastebin.
To post links:
- paste the link in your text as you would normally,
- highlight the entire link, and
- click on the </> button on the formatting bar at the top of the reply window.
That will convert your link to preformatted text and will make it acceptable to the forum software. The link will not be clickable but we’ll be able to copy-paste it in our browser.
