Addresses in the 10.x.x.x class are local, non-routed addresses, i.e. this is within your home network. It’s time to reset your PC, router, hub, and so on. If you’re connecting via wi-fi, try a CAT5 or CAT6 ethernet cable instead. Then re-run the WinMTR trace again and if you still have packet loss within the local network, you should ring your ISP, show them the traces, and ask them to investigate with you.
