its not 100% !!!
It seems to work just fine on my Necro Bonestorm.
I notice your Necro has Death Nova / Blood Nova on her ability bar which, if manually cast, costs 10% health. The Blood Novas cast as a result of the Iron Rose proc’ing do not cost health. Is the reason you think it’s not 100% because you’re not seeing a health loss from it?
Do you channel Siphon? If just click-click-click, it won’t proc Iron Rose. You need to channel the skill (i.e. press and hold the button down).

evry time you hit SB have to prock blood nova but its not evry time

Siphon is a channelling skill. They changed it in a patch to prevent expoits use of Iron Rose; and at the same time rised the proc rate from 40-50% to 100%.
i.e. it is now working as intended.

channel or not 100% have to work after youi hit the target 1st time not after you hit it 3 4 times!!!
I think it had been discussed many times since that patch a year ago.
