If you activate the “Anointed” seal at the Altar of Rites in New Tristram, all items lose their level requirements. After activating the seal, it is impossible to complete the second chapter of the season as level 70 items can no longer be crafted.
Not a bug… you’re confusing item level and item level requirement…
The Altar changes the item level requirement… it doesn’t affect the item level. A level 70 item remains a level 70 item… even if a hero level 1 can equip it.

This topic in Bug Report should be useful to you… if only to reassure you that you aren’t the only one who is confused by the Altar Anointed seal.
