Also, check your router if these services have been enabled: QoS (Quality of Service) WMM (Wireless Multimedia) UPnP (Universal Plug and Play) If yes, try disabling them. (As each router is different, you may need to refer to the handbook of your router.)

Seems disabling QoS worked for one player. But I don’t guarantee anything.

Diablo III Error 1016

I have had this for awhile although Maskraider suggested something useful a few days ago relating to QoS. Disable it in network adapter options and see if that works
