Joining a world event of any kind is not fun, because there’s often a high level player who either one-shots all the mobs in pve or you in pvp.
I suggest that you seperate players into level appropriate instances/servers and scale mobs and bosses accordingly.
Otherwise I suggest that you implement features to help all (casual) players keep up:
xp rest bonus
dailies with xp bonus

It seems to be balanced off average gear level, most likely the difference is gear optimisations.
Obviously, higher level players have more time to loot gear, but I have not encountered this anywhere except PVP.
The mobs are instanced.
Your mob takes the same percentage damage as the other player.
On his screen the mobs are his level.
On your instance, they are your level.
So in actual fact you are just doing woeful damage, most likely… Gear/build issue.

I see many player level 65 max on T4 World Boss or event Legion where on T4 you can meet player lower that level 50 and die all the time… soo… maybe LOCK level 90 boss for high level player same with legion on T4… not realy needed.

open world is a joke when you have optimised just a little bit your build and when i reached level 100 world boss became faster to kill than a random rare at lvl 20.

At max level would you expect not to be able to dominate?
We have a dichotomy in this forum.
“Scaling sucks it makes you feel weak”
Vs.
“Why am I able to one shot things at max level after 300 hours of grinding? We need better scaling!”
It will come in time, with data analysis and seasons and patches.

Yeah.
Few posts ago I asked for them to be much much tougher. Loot piñata is zzzz.
I am only upto lvl 64 content at the moment (rotating every hero per milestone, 50, 60, 70 etc. Because I am familiar with endgame issue), so can’t comment other than what others post about above 70. 
On one side of the coin you have people complaining that scaling makes their progress worthless and makes the game too hard, on the other side you have people complaining that high level characters are 1 shotting everything that moves and it ruins the game.
Which one is it? Imagine you’re Blizzard, you gotta balance a game where some players have 10x more skill and knowledge than others.

Make it solo, with a cog that let’s you choose monster level

I would pref mobs to scale based on attack power and not on chara lvl.
For example, my pulverize Druid reaches 13k attack power and my crits are 800k. I am 83’lvl and I one shot mobs 93+. So lvl doesn’t mean anything. They should scale with my attack power so I wouldn’t one shot everything in the room.
For me, there should be a kinda battle to kill Elites and bosses. Atm I just destroy them, reminding me of D3 where characters just one shot everything.
Imagine now I switched to storm wolf cause I feel weaker compared with pulverize, in order to feel the battle in NM dung.
It is both, but it is spearheaded by builds not beeing equaly balanced and paragon nodes/glypths not working(as in not giving the bonus they are supposed to.
As an example, as a chain lightning wizz, i cant do T4 as a lv70, i have to use 4 hp potions on one trash group in open world and i struggle in lv20 nightmare dungeons.
On the other side of the coin, just now i attempted to complete the t4 capstone dungeon on my 58 necro shadow dot sacrifice, i made it to elias having died only 6 times, could not take elias as hes aoe was too strong. (i got one shotted, but my damage could have easily taken him out if i had the survivability)
Still that was me doing content that was 12 lv above my character as a necro. That is 150% impossible as a chain lightning wizzard.
So using thouse two examples, game is broken, as it is too easy for the correct build and so hard that it is unplayable for the wrong builds.
as a high level player, i absolutely agree, same for that shell of a pvp area, ruined by very high level people killing defenseless players. Probably to balance out the bullying at school…
There is a lot of work to do and there is no doubting that, but there are more viable builds than people give credit, we see new ones emerging every day. One thing that might be of note though is that they all have certain things in common, for example use of the exploit glyph and certain legendary aspects like disobedience (and spells that synergize with these).
I’m ‘not’ saying that my character or the mobs I face are relatively weak/strong and that I think that is a problem.
I’m saying that other players who managed to become relatively strong (fair enough, they played a lot or made smart build), they are obliviating the fun I’m having by joining the same events. I wrote the original post after experiencing a world boss being one-shot, I didn’t have a chance to enjoy the battle.
Same thing when entering pvp. I don’t get a chance to enjoy pvp battle.
Of course players who plays a lot should feel satisfaction of being powerful. But it cannot come at a cost of fun to us who plays more casually.
Went to WT4 World Boss , a lvl 99 Necro killed him in 5 seconds from spawning. Literally the boss didn’t even have a chance to attack. All the people there stood shocked as it took a second for us to figure out what happened 
kinda confess so you´re on ignored.
Clearly barb need more nerfs /s
Lets not talk about sorc/rogue/necro/druid killing WB fast because they are not barbs
