Both are correct.
Willpower does 3 things, increases spirit regeneration, increases healing recived, AND increases Overpower damage.
If you build is fokused on generating overpower damage, you want to invest in the willpower stat. if not you will just notice that your resource generates faster the more willpower you have.
Weapon damage directly effects the raw base damage applied to the npc. That is why 2 hand weapons generates bigger numbers then 1 hand weapon, but attacks slower.
