If there are mobs same level as you and you cant kill them, set the difficulty back. Its a l2p issue and not the game being hard.

You need to balance your character with equal amounts of defensive and offensive passives and abilities. Chosing only 1 path will hinder you.

You get the mount after completing ACT 3 and it work like this: the closer to the mount you move your mouse cursor the slower it will ride and vice versa.

Remember to upgrade your items at the blacksmith and jewelry vendors, but no further then lvl 3, save the exotic materials for when you start getting high end loot. And remember to do nightmare dungeons on regular basis to upgrade your rare glyphs for your paragon tree.

And finally dont set your mind on only wanting to play 1 type of build from start til finish, it will hinder you. Your build should change whenever you get a powerful legendary that have certain skill bonuses.

To add.
-You should be using 1 basic, 2 core( one of them is the primary damage dealer), 2 defensive/utility, 1 ulti. This as Sai said is a good mix for T1-T3.

-Act 3 is a looooong act, it is easly as long as act 1,2 and 4 combined.

-Play T1, you clear faster and the gained xp in T2 realy dont make any effect unless you can kill in T2 as fast as you can in T1.

-Sell you loot, dont scrap all of it, a yellow drop at around lv30 sells for around 3k gold. Makes the 1 million gold you need to unlock all 4 tabs in the storage chest easy to get.

-If you are going to add a codex power to your gear, add it to the rings or amulet!, they dont drop very often so you tend to keep them for a while unlike armor and weapons.

-If you keep dying, add sockets to your rings and amulets(gem vendor) and experiment with the gems, gems placed in them gives dedicated resistance bonuses base don the gem. I struggled alot in a poison dungeon, i added 2 gems with poison resists and i had no problem finishing the dungeon.
