Battle.net unable to "go online"

I am unable to go on to hearthstone due to the blizzard app being unable to connect.

I have also noticed however that even trying to access https://eu.battle.net does not work with out a VPN enabled??? i am at my house so the there are no blocked sites to my knowledge.
When i click “go online” after 3 mins of waiting it times out and leading me to the following link https://eu.battle.net/support/en/article/13875.
I have followed (almost)ALL the instructions 2 hours will be bitter-sweet if its an easy fix
the method I haven’t finished yet is uninstalling blizzard and reinstalling, currently trying to reinstall but stuck at about 5% with no progress, looking for any advice at this point thanks.

If you are saying that you can’t reached eu.battle.net via your normal ISP but with a VPN, there is possibly an issue with the ISP. Could you please try and run a WinMTR using your normal connection to see if that is the case?

Not entirely sure im doing this right.
After opening WinMTR i put in my IP address, i open hearthstone(attempt to i am unable to make any progress on the download of the Blizzard app so just have “starting battle net”) i have tried this 3 times with 0% loss each time, have i done this correctly?
i dont have the blizzards app installed anymore atm

Hi, thanks for the rapid replies and help im getting a 3% loss on 80.249.208.83 not entirely sure what information you need. Not sure about the relevance but im using the euro server as thats where my cards are but am not geographically near europe.

Could you please post the whole winMTR here? If the data is too big to be posted on the forum directly, you can use a page like pastebin.com and post the link to it here then.

And thanks a million. There is two issues here.

  1. There is data loss within your ISPs network.
  2. Which is a bit more concerning is that the response time in the connection between your PC and Router takes up to 258 ms and it should be normally under 1 ms.
    Are you connecting via WiFi or Cable to your router? If on WiFi please try a cable connection.

Hi, do you know a solution to the ISP network? and yeah im on a WiFi connection on the EU server in a rural area in Asia not sure if its the distance causing the ping to be so big but ill go see if i still have a Cable

Well, try a cable connection and see if that improves it for you. Of course, a connection from Asia to the EU servers can have higher response times as if you were in the EU. But I’d suggest to try it with a cable connection.

Seems like i dont have a cable anymore and have just tried to get USB wifi adapter working but its specific for windows 8, any other suggestions?

Well, one thing would be to get in touch with the ISP, show them the data and point out the data loss.
