If you can’t access Journal like me. Try to wait for new daily quests and hopefully Journal will be unlocked.

Since there is no official acknowledgement of the problem, I like to second this.
Basically the music sign of the journal changed to the old sign and i can not access the journal.
I have all quest for the day finished. The days before today the problem did not occur. It is on my mac (m1) as well as on my iphone (13 pro). Therefor, it is kinda not dependent on the device.
Edit: I choose the rock path. maybe that is relevant.
Sounds interesting, because I choose The Rock path too 
I am playing on mobile and I even tried to fully reinstall Hearthstone but It doesn’t help.
BUT, after a few hours problem/bug disappeared and now I have no problem to access Journal.
Can’t say if reinstall helped and It happened before new daily quest arrive.
Try to give it some time and I hope your problem will disappear too. Know how annoying It is

Same issue for me, though it seemed to have happened as soon as I got the ETC Battlegrounds achievement for getting first place (tier 3,2,1 achievement in one go)
Anyone else had this happen?
Same issue for me - I’m also on the rock path
Same issue, can’t access Journal for hours now despite having had an In-game notification.
Also chose the Rock path, also at the moment not seeing the music-note icon as Journal icon.
Using an up-to-date iPad.
Journal stopped working for me about 24hours ago on both PC and android phone. did not get a quest today.
I have the same issue.
Having the same issue on mobile for a few hours now. Didn’t choose rock, but soul path. Waiting to see whether new quests arriving will restore the function
Update: My Journal still doesn’t work. Only for a few hours after midnight / after new daily quest appears.
I’m experiencing the same issue.
The issue had seemingly disappeared for a few days but now, after the latest Patch, it’s back again - highly annoying as I am trying to wrap up my Lich King Achievements while they still add XP
Yep, the issue still persists. It also extends to the Battlegrounds Reward Track. That doesn’t open either. The game freezes when you click on it.
mine got fixed but now i got another level on an achievement it has stopped working again.
Cannot open it either. First noticed my problem after received some achievement when playing classic and discarding 5/7 charge demon.
Also suffering the same problem as everyone else. Hoping we get a fix soon, not being able to check my quest progress is giving me anxiety…
