When I’m on wifi I can’t play battlegrounds no problem with my friend. However when we are on LTE, I can still invite my friend but when waiting in the lobby the “waiting” button will never change to “play”. Am I not able to play battlegrounds with friends off wifi???

It sounds like you may be looking for your friends in the “Players near me” section. You should still be able to queue with your friends normally even on LTE.
If you or your friend have issues receiving an invite, normally both of you restarting the game should be enough to resolve this.

not related to “players near me” at all
just regular invites and you keep trapped in “waiting” forever.
we’ve tried multiple times, even with both relogging
only way it works right now is if we both go in battlegrounds seperate, then someone invites the other, and he has to spam the play button, to try to get into a game before it turns to waiting
We’ve seen a few workarounds for this where if you get stuck like this, going to the collection and returning helps make the next invites be successful.
