I didn’t want my GPU to be too loud, so wanted to limit my FPS somewhat, however in Fullscreen HotS doesn’t care about the refresh rate I set (144), and when using windowed it doesn’t even give the option to limit it unlike every other game?

I’ve now given the Heroes of the Storm.exe & Battle. net Launcher.exe Admin privileges, but neither helped. (I’ve also given repairing the game a try already)

Thank you, that worked - although when setting it to 144 or 143 fps it would limit to 166 instead (and 140 to 142), but that’s fine Also made the out of game fps limit jump from 60 to the new limit though, which apparently requires a lot of resources
Can that be limited without affecting the in-game one?

I think there is a bit of confusion between FPS (Frames per second) and the refresh rate of your monitor, measured in hz. The first one is driven by your graphics card, the second one by your monitor. The link I gave you sets the FPS cap for the game, which you were looking for. Setting it to 144 means a lot of work for your graphics card. Set it to 60 as mentioned in the command, that will lower the amount of work for your graphics card.

I know, however with the previous setting (as in not respecting FPS limit), the out-of-game experience (as in hero select, shop etc…) was limited to 60FPS, in-game it was unlimited, when using the command line settings, the out-of-game fps limit is up from 60FPS to 144FPS, which is not too great as it requires as much resources as when in-game, and I’d rather trade some meaningless out-of-game FPS for a quieter PC
Edit: I set both, frameratecap & frameratecapglue to 144, frameratecapglue seems to be the one that determines limit of out-of-game FPS, so having that on 60FPS fixed it - now it is in-game with 144FPS and out-of-game with 60FPS:
-frameratecap=144
-frameratecapglue=60
