Why can't I select the rendering resolution in Windowed mode?

tl;dr - I think that both Fullscreen modes are bad on Windows.

Basically, I have a 4k monitor but the game drops frames (<60fps) when rendering at 4k. I also want to be able to Alt+Tab to my browser in a smooth fashion.

If I choose “Fullscreen”

  • Awesome: I can set the resolution to 1440p and never drop frames (always at 60fps).
  • Lame: … but Alt+Tabbing needlessly takes a really long time and it’s way too annoying.

If I choose “Window (Fullscreen)”

  • Awesome: Alt+Tab is super snappy
  • Lame: … but the game just renders at the native resolution (4k) and drops frames.

As a workaround, I can configure my display (in the Windows display settings) to 1440p. When running the game like this in “Window (Fullscreen)”

  • Awesome: The game never drops below 60fps AND Alt+Tab is super snappy.
  • Lame: … but my browser (and everything else) is upscaled and looks terrible.

Why can’t I just select the resolution in game with Window (Fullscreen) mode? Why does the game assume that I want the maximum resolution? This assumption is incorrect and wrong.
