I have an issue too but it doesnât say anything about maintenance. Do the patches go in the game automatically or do I have to install the patches? The message I get says to close the client, patch from the launcher and restart - but I donât know what this means. I have no idea what the client, or launcher are.
Can confirm FIX:
Delete StarCraft II Public Test.exe and it will work!

Same issue. Deleted Starcraft II Public Test.exe, reinstalled, did it again, and no results. If I have to spend 2 hours prowling around forums just to get a consumer product to work, with zero results, I suspect the consumer product isnât worth my time. Iâll waste my time doing something else.

I also deleted file StarCraft II Public Test.exe and it worked. i no longer get message, âBattlenet server down for maintenanceâ.
