I have the same issue. Raynor, Kerrigan & Artanis are reset and locked at level 5. I have leveled them up to level 10 a few weeks ago, and now they are back to lvl 5. Please assist, thanks!
Same issue. My raynor is stuck at lvl 5
Whenever i play Mengsk , level resets itself to 1. It always resets. Please help!

XP and was stuck. Since 25th July, each time after I press Active Prestige, and the warning shown “Error: Could not receive achievement data”, and All Commanders’ XP has been set as “0” and stuck in current level.

i only had raynor to lvl 3 and then he just stopped gaining xp a few days ago and i stopped getting acheivements in the campaigns aswell at the same time i tried switching servers and stuff but no luck I am on pc game pass but id highly doubt if thats the problem this doesnt just go for raynor all commanders cant gain xp. once i play a mmatch and win it shows the level up but none of th commanders actually level up on the selection screen.

I’m sorry to bother you, but I just want to ask. Did you know that now users are facing a problem on European servers, that the achievement cannot be obtained, the level of commanders does not increase? This problem has been going on for a week, because it started on the 27th

You can switch servers but you will have to start from scratch with everything
I did try swapping servers - I tried the Asia server - and this worked for me.
To be clear - 2 days ago I deleted the cache and then let them game restart - initially it showed all Coop characters as lvl 1, but i quit SC2 and the launcher, and when i went back in, my character levels were what they should be, but no character in the process of levelling showed any progress on the circular XP meter. I tried again last night by swapping servers. I got spammed by all my achievements and then found I was looking at a total sweep of level 1 characters - again I quit SC2 and the launcher but when i got back in - still level 1. So I went back to the EU server and found that all characters were back in the process of levelling, and when I played I received XP as I should.
Raynor, Artanis, Zagara, Dehaka are all in progress at lvl 9 or greater, Fenix is lvl 1 as is Tychus - Swann, Nova, Han & Horner blah blah are max level and appeared unaffected.
All working.
I’m guessing from the discussions, that the cache does need to be cleared, but some element outside of the cache folder got reset when i changed servers and applied the last step of my fix.
I can’t promise this will work for everyone, but I know how frustrating it is, so I’ve taken the time to detail what i did. Good luck all

I logged in there today and everything is fixed got spammed with my acheivements as ive played both campaign and co op sine the bug started. but I only got the acheivements from recent missions i played in campaign in LOTV but im still missing over half the acheivements i should have gotten in hots from like three days after the bug started. I have done a lot of switching of servers to play versus and stuff so i assume what Takeda says above works and is how it got fixed even though ive been doing this for the past two weeks
All commander levels are back to normal aswell
I have the exact same experience. Achievements stopped being accumulated around half way through. And last night when I did a mission in wings of liberty I got the achievement for that mission on hard. I suspect/believe I will have to do the missions again tho if I really want the achievements I don’t think they will be given out eventually, but that’s just what I believe. Let’s hope, who knows!
