Can't start games and opening "options" breaks the game

Since the 2.0 patch I can’t do anything.

If i try to start a custom game it doesn’t change screen instead just goes down to 1 fps without loading into the game. The sound goes away and the cursor becomes invisible. I can still access menu function and go back to start menu.
Every time I alt tab in and out of the game there is a black screen for like 2-3 seconds suggesting the game is defaulting to the wrong resolution, probably to high. This is common with my computer because of nvidia upscaling thingie that makes uses 3840 x 2160 but scales it down to normal 1920 X 1080 .
normally I would just change this option, which might maybe fix the game starting problem but I can’t change resolution. When I open the options menu from the start menu it will be blank, there are no options or sliders present. Only the restore to default options at the bottom and the reforge-classic graphic slider is there but none of them do anything. After I open the broken options menu it starts breaking other menus and ui parts. The Exit button stops working and if I try to start a solo custom game it moves me over to the Multiplayer custom game menu except most of the UI elements are missing. I know it’s the multiplayer one because I can see the option to toggle private or public. If I go into the solo custom game option without accessing the “options” tab it will work fine, until i try to start the game.
