GFX Performance miserable

I was wondering if someone else suffers from dramatic performance issue ? Got an 2080TI, not the latest i know but getting 28 fps with stutters every 2 seconds. I also notice the GFX card isn’t ramping its Core and Memory mHz. Power draw stays under 80 W while it must go to at least 280 W…

I am pretty sure this isn’t my GFX card doing wrong, SC II or other games happily utilize my card to its fullest.

Any takers ?

I have the same issue after one of the recent patches. The FPS fluctuates between 130-200, whereas before, it was around 300 (with the “Reduce mouse lag” option disabled in both cases).
